Contract Position:                Securities Data Systems Analyst  
Location:                                Yonge st and Finch Ave, Toronto
Timing:                                   ASAP
Duration:                               4 months + extension
POSITION SUMMARY
Responsible for developing components and data solutions using Oracle EDQ and Market EDM (Cadis) tools. The candidate will also build ETL solutions using PL/SQL and other ETL tools.  The candidate will also provide detail design documentation and design diagrams for the management of Ontario Teachers’ Pension Plan (OTPP) securities reference and market data assets. To ensure sustainable quality in the repositories and downstream applications, the candidate will write detailed data specifications and work with the Enterprise Data IT team,  Data Management Operations team and business stakeholders to conduct design analysis and prepare data flows and interface diagrams for current and future systems.  The candidate will contribute to the direction of the long-term and interim data management strategies and design of data solutions for key corporate projects to ensure that data design solutions and builds meet the growing business needs of OTPP.
DUTIES AND RESPONSIBILITIES
·  Responsible for building Market EDM (Cadis) solutions and preparing detailed specifications for data and processes to achieve mastering and accuracy of reference and market data for accounting, compliance, performance,  risk, portfolio management systems and trading systems
·  Responsible for building ETL solutions using SSIS, PL/SQL and other ETL tools
·  Provide global securities data expertise and data management leadership to achieve sustainable quality of information needed by the businesses to meet their objectives
·  Develop data quality tests using Oracle EDQ tool and  build business rules for  tracking and reporting to monitor data quality to meet the data quality goals and objectives
·  Develop and maintain a network of relationships with the information customers within OTPP in the areas of IT, Data Operations, trading, risk management, compliance, clearing and settlement to manage ongoing processes, controls, and operational service levels
·  Develop and implement data management processes and controls to continually monitor data quality
·  Specify requirements for Information Technology to build new data models or implement data processing improvement initiatives
·  Work with appropriate business unit leaders to identify opportunities to standardize, streamline and automate incoming data files and flow of data
·  Create Unit tests, Integration test, and UAT test plans to certify the data quality for data repository upgrades, new data feeds, and application integrations
·  Conduct and lead process improvement and reengineering project initiatives for data acquisition, matching, mastering, construction and distribution
·  Document policies, procedures, and work processes
·  Build and maintain metadata
·  Understand the information technology concepts and ETL processes
·  Keep abreast of industry best practices, regulatory environment, and emerging tools and standards
·  Participate in large system implementations and other projects
COMPLEXITY/VARIETY
Substantial experience in data systems analysis and building data solutions, data management, securities database technology, analytical applications, data vendor products and services within an established financial services or investment fund management institution in order to effectively interact with developers, operations personnel, analysts and managers within OTPP, vendors and end users.
Expert knowledge of testing strategies, test plans, execution is essential in order to implement potential solutions.
Sound understanding of the representation of business terms in legal agreements in order to represent the business to legal in contract negotiations, and to ensure compliance with vendor contracts.
Advanced knowledge of Information Technology capabilities and constraints
Strong communication skills, both verbal and written, are essential to this role in order to effectively implement and project initiatives, conduct user training and document all policies and work processes.
Identify opportunities and develop solutions where there may be no precedent internally and little externally.  Due to the analytical nature of activities, a high level of constructive thought will be necessary.
ACCOUNTABILITY
This position will provide recommendations that will significantly impact the processes and work flow of the Investment Finance Department and Investment Division
The position is accountable for designing and building the processes that support the accuracy and integrity of required data within key systems.
The position carries responsibility to establish procedures and controls for the oversight, execution and delivery of all required securities reference and market data, as consumed by various systems, reports and investment professionals.
KNOWLEDGE AND GENERAL SKILLS
  • University degree or equivalent experience (Business/Finance, Computer Science)
  • 3 to 5 years applicable experience in  business systems analysis and design and development as well as experience supporting projects or large business initiatives
  • Strong proficiency in MS Excel, MS Access, MS Word, MS PowerPoint, MS Visio, SQL skills along with solid understanding of database structures
  • Solid understanding of securities reference and market data
  • Ability to manage change and challenge existing working patterns and processes
  • Experience in developing successful and responsive relationships with a wide number of groups
  • Ability to communicate effectively with the business and Information Technology
  • Utilizes a structured approach to working methods including proven experience in creating and adopting controls and day to day procedures
  • Proven written and verbal communication skills
  • Excellent organization, planning and time management skills
  • Good understanding of project management methodology (Waterfall and Agile) and system development life cycle
  • Ability to work independently and in a team environment
TECHNICAL SKILLS
  • Experience with building data solutions using the following technologies is preferred:  PL/SQL, SSIS, Market EDM (Cadis)
  • Experience with building data quality solutions with Oracle EDQ (Datanomic) is an asset
  • Experience with the following applications is an asset:  SimCorp, Findur, Charles River, SunGard Adaptiv, TopQuadrant, SharePoint, IBM Connections, Lotus Notes,
  • CFA or FRM designation is an asset
